製品法令の第三段階：Essential Requirements「必須要求事項」
New Approach「ニューアプローチ」の下で、連合法では、
Essential Requirements「必須要求事項」の確立と、それを満たすための整合的な基準が必要となりました。
そこで、Regulation(EU) 1025/2012 (In force) *1が採択され、委員会は欧州標準化団体に「整合規格」を作成するよう要請し、それを評価し修正できる手順を確立しました。
（本規則は Directive(EU) 2015/1535 (In force) *2 によって修正されています）
これにより、機器ごとに「必須要求事項」と適切なConformity Assessment「適合性評価」の方針決定が、Directive「指令」の採用とともに行われました。
その為、「適合性評価」の一般的ガイドラインと詳細な手順を定める決定も次の流れでなされています。
Decision 90/683/EEC (No longer in force) *3
→ Decision 93/465/EEC (No longer in force) *4
→ Decision No 768/2008/EC (In force) *5
また、CENとCENELEC は「適合性評価」に関与する第三者の能力を判断するための、「EN 45000 シリーズ」 を採用し、これは現在の 「EN ISO / IEC 17000 整合規格シリーズ」となり、各国当局が「適合性評価」を行う第三者を指定する構造を作り上げています。
また、同時に 品質保証に関する「ISO 9001 シリーズ」 も統一され、各指令に組み込まれました。これにより、製造業者などが「自主的な品質管理ポリシー」で市場での品質イメージを強化し、同一ツールを各指令において使えるメリットも生んでいます。
第三者は Accreditation Body「単位認定機関」として、欧州での品質管理適合性評価の基礎となっています。
最終的に、New Approach「ニューアプローチ」に基づいて、27 の Directive「指令」が採用されています。
